Village of McFarland Adopted Plans
Outdoor Recreation Plan - 2007-2012
The Village updates this Plan approximately every five years. The 2009 update recommended improvements to existing park and recreational facilities and identify opportunities to expand the Village’s park system. The Plan was guided by a parks and recreation survey. A system of pedestrian way and on-street bicycle routes were recommendations along with acquiring park and open space areas on the expanding eastern edge of the Village.
Comprehensive Plan - Adopted March 27, 2006
The Comprehensive Plan is a guide for the development, revitalization, and preservation of the McFarland area over the next 20 years. It is a reflection of public and intergovernmental input, local policy desires, and Wisconsin statutes. The Plan is comprised of nine elements, with the focal point being the Land Use chapter, which includes a map showing preferred areas for residential, commercial, and industrial development and redevelopment, as well as areas recommended for long-range open space and agricultural uses. The Plan was shaped by an extensive public participation process, which included monthly Ad Hoc committee meetings, a visioning workshop, focus groups, an alternative growth scenarios forum, an open house, and public hearings.
Terminal and Triangle District Plan - Adopted September 8, 2005
The Terminal and Triangle District Plan serves as a guide for new public and private investments within TIF District #3, located along Terminal Drive extending from Highway 51 on the north to Siggelkow Road on the south, and along Triangle Drive east of Highway 51 in the Meinders Road area. Most of these properties are presently used for industrial and distribution purposes. While this area encompasses TIF #3, properties at the north end of Terminal Drive that are in the City of Madison are also included. These City lands were incorporated in consultation with City staff and affected property owners. The Terminal and Triangle District Plan advises a proactive program of redevelopment for economic purposes within this critical part of the Village.
Tax Increment Finance District Number 3 Project Plan and Boundary Description - Adopted August 9, 2004
The project plan for Tax Increment Financing District #3 (TID #3) in the Village of McFarland, Wisconsin, was prepared in compliance with Section 66.1105, Wis. Stats. The project plan establishes the need for the project, identifies district boundaries, lists the public improvements within the district, and provides an estimated time schedule for completion of the project and an estimated budget. This project plan was adopted by resolution of the Village Board, on recommendation of the Village Plan Commission, as the official plan and guide for public and private sector development within the boundaries of TID #3.
Village Center Master Plan - Adopted September 30, 1999
Funded in part by Dane County’s Better Urban Infill Development (BUILD) program, this Plan was designed to promote infill development and redevelopment by providing a vision and strategy for ensuring the long-term health and vitality of McFarland’s historic downtown area. This planning effort included a multi-day design workshop and follow-up meetings with the public. The Plan provided ideas for land use, streetscaping, historic preservation, traffic and circulation, community facilities, and building facade improvements.
Residential Growth Management Plan - Adopted August 24, 1998
This Plan compiled and analyzed the different growth management techniques available to McFarland and established a more detailed phasing plan for residential growth on the Village’s eastern edge. Using the general growth areas identified in the 1994 Master Plan, this 1998 Plan identified and mapped six growth phases through 2020 for areas east of Holscher Road, generally from Siggelkow Road on the north to Elvehjem Road on the south. This map was replaced with the adoption of the East Side Neighborhood Growth Area Plan in March 2008.
Tax Increment Finance District Number 4 Project Plan and Boundary Description - Adopted by the Village Board January 14, 2008; Adopted by the Joint Review Board February 7, 2008
The project plan for Tax Increment Financing District #4 (TID #4) in the Village of McFarland, Wisconsin, was prepared in compliance with Section 66.1105(4)(f), Wis. Stats. The project plan establishes the need for the project, identifies district boundaries, lists the public improvements within the district, and provides an estimated time schedule for completion of the project and an estimated budget. This project plan was adopted by resolution of the Village Board on recommendation of the Village Plan Commission as the official plan and guide for public and private sector development within the boundaries of TID #4.
East Side Neighborhood Growth Area Plan - Adopted March 10, 2008
This Plan was created in response to a recommendation in the 2006 Comprehensive Plan to prepare a more detailed plan for lands east of current Village boundaries. Preparation of this document took into consideration an extensive array of previous plans, existing conditions, demographic and economic analysis, and input from the public.
Tax Increment Finance District Number 3 Project Plan Amendment #1 - Adopted by the Village Board December 10, 2007; Adopted by the Joint Review Board January 10, 2008
This amendment was proposed in compliance with Section 66.1105(5)(b) Wis. Stats. Subsequent to the creation of TID #3 in 2004, some property owners, immediately abutting and benefitting from improvements undertaken within the boundaries of TID #3, came forth and requested their properties be included within the boundary of TID #3. The Village Board and Community Development Authority (CDA) found it logical to amend the 2004 boundary of TID #3 to include these properties in order to encourage orderly growth in the area.
