4. CONSENT AGENDA.
a. Motion to approve the Minutes of the regular Village Board meetings of August 9 and August 23, 2010.
b. Motion to approve pre-paid checks #51903 - 51922 in the amount of $104,644.26 and current checks #51923 - 51998 in the amount of $74,365.15.
c. Motion to approve the issuance of an Operator’s License for Hannah Marie Alexander (Loeder Oil – BP).
d. Motion to accept Department Reports.
e. Motion to accept Board, Commission, and Committee meeting Minutes.

5. BUSINESS.
a. Motion to approve the issuance of an Operator’s License for Scott Kramer (Spartan Bowl), consistent with the June 28, 2010 Village Board decision to non-renew his Operator’s License until September 1, 2010 contingent upon successful completion of a police background check free of any additional offenses that, according to village Ordinances, would be disqualifying offenses substantially related to the licensed activity.
b. Action on a recommendation from the Public Safety Committee that the Operator’s
License for Oliver Hill (Kwik Trip) be issued effective September 14, 2010 for the 2010-2011 licensing period barring no further convictions for offenses substantially related to the licensed activity. Any such offenses are to be reported by Mr. Hill upon conviction and will result in immediate termination of his Operator’s License.
c. Action on a recommendation from the Library Board that proposed Resolution #11-2010, requesting exemption from the County Library tax for 2010, be approved.
d. Action on proposed Ordinance #2010-20, accepting detachment of a portion of the property located at 5314 Siggelkow Road (Alsmo property) from the City of Madison to the Village of McFarland.
e. Discussion and possible action on Resolution #10-2010 to place a local referendum question relating to a potential RTA sales tax and future transit services on the ballot for the November 2, 2010 General Election.

(3) Deadline to file late Lottery Credit – October 1
(4) Reminder that the curbside brush chipping originally scheduled for September has been cancelled

7. CLOSED SESSION.
a. Motion to convene in Closed Session in accordance with Wis. Stats. §19.85 (1) (c) to consider employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility (compensation of non-represented employees); §19.85 (1) (e) to deliberate or negotiate the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session (possible acquisition of property; collective bargaining issues); and §19.85 (1) (g) to confer with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved (property maintenance violations against 6003 Exchange St.).

8. OPEN SESSION.
a. Motion to adjourn the Closed Session and reconvene in Open Session to act on items of business discussed in Closed Session
